Effective infrastructure development lies at the intersection of engineering excellence and strategic risk mitigation. Toll International’s recent collaboration with the NYC Department of Design and Construction (DDC) on the South East Queens Infrastructure Enhancements demonstrates how a data-driven mindset turns complex challenges into operational success.

Project Overview From 2018 to 2023, Toll International supported a comprehensive $5 million effort to upgrade critical infrastructure in South East Queens. The goal was clear: modernize the area for long-term operational efficiency.
The Strategy: Rigorous Risk Management.
What distinguished this project was Toll International's refusal to leave outcomes to chance. We deployed industry-leading software—Oracle Primavera and Palisades @Risk—to conduct deep-dive analyses on schedule and cost variables.
This wasn't just about data entry; it was about accountability. We developed detailed risk registers that assigned ownership to every potential vulnerability. This allowed the project team to anticipate setbacks and mitigate them proactively, rather than reacting to crises during construction.
Overcoming Barriers: Aligning multiple stakeholders on risk exposure is often the hardest part of program management. Through transparent reporting and collaborative workshops, we navigated early resistance to create a unified front. This partnership approach ensured that mitigation plans were not only created but actively followed.
Why It Matters The project was completed on time and within budget, improving resilience for the South East Queens community. For the NYC DDC, the value went beyond construction; our reporting provided the clarity needed to make confident, informed decisions throughout the project lifecycle.
