The 20-year Journey
That Defined Us

And the values we forged along the way

2005 – The Vision

After years leading pivotal projects, including recovery efforts at the World Trade Center, Nure Aiza Bezares realized that to drive the positive change he envisioned, he needed to build his own vessel. On Halloween 2005, he founded Toll International LLC.

2007 – The First Major Step

After months of grinding, Toll secured its first subconsultancy agreement with a major NYC environmental protection agency.

We implemented Enterprise Project Management Information Systems and Critical Path Method (CPM) Scheduling, laying the technical groundwork for our future success.

2008 – Return to Ground Zero

Strengthened by a growing team, Nure returned to the World Trade Center.

Toll International was proud to join the historic reconstruction efforts, bringing our expertise to one of the most significant sites in American history.

2009 – Connecting the Commute

Facing a "digital dead zone" in the subway, NYC’s main transportation agency launched an ambitious modernization plan. Toll provided CPM Scheduling to install wireless systems in 277 stations, reconnecting millions of commuters.

2010 – A Prime Partnership

Toll International secured its first Prime Agreement with the Port Authority of New York and New Jersey, launching a direct and fruitful partnership with the region's infrastructure leaders.

Together we've helped modernize the infrastructure of one of the most important regions in America.

2011 – Crisis and Responsiveness

On July 20, a massive four-alarm fire crippled the North River Wastewater Treatment Plant in Manhattan. It was an environmental crisis, forcing the discharge of raw sewage into the Hudson River.

While others were debating budgets, Nure was at the site. Toll was chosen to help restore the plant using a Primavera P6-based project control system. Our immediate action demonstrated our first core value: Responsiveness.

2013–2016 – The "Impossible" Migration

A top NYC education agency faced a critical hurdle: migrating all lifecycle project schedules to the latest version of Primavera P6.

The system was a web of custom integrations and modified code that not even Oracle, the software’s creator, wanted to touch.

Toll accepted the challenge. We promised a migration with zero errors. After 15 weeks of rigorous, non-stop testing, we delivered.

We proved that our second core value, Dependability, is more than just a word.

2017 – Rising Above the Flood

Southeast Queens, a vital NYC community, was plagued by constant flooding that caused millions in damages to residents.

Answering the call, Toll applied its expertise to create detailed risk registers and responsibility matrices for critical initiatives, including the literal raising of the streets.

We helped over 60,000 people reclaim their safety and homes. We also helped hundreds of them file claims to repair their households, highlighting our third core value: Empathy.

2018 – Scaling Up

Toll signed a $10.75 million prime agreement with New York City’s top transportation agency, cementing our leadership in construction management and CPM Scheduling and continuing our work in one of the most important subway systems in the world.

2022 – Expanding Horizons

Toll registered and began formal service operations as an Engineering Firm in the State of Texas, bringing our East Coast expertise to the South.

2024 – Protecting the Water Supply

Toll International brought its CPM Scheduling expertise to a massive $2 billion project: covering the Hillview Reservoir.

This critical infrastructure project protects the water from pollution and guarantees clean drinking water for millions of New Yorkers.

2020 – Resilience in a New Era

Toll was recognized by the Manhattan MBDA as the Best Minority Technology Firm of the Year.

That same year, amidst an unprecedented global pandemic, we decided to embrace change rather than fear it, transitioning successfully to a fully remote working model.
